SOUTH AFRICAN MEDICAL AND DENTAL PRACTITIONERS (SAMDP) STATEMENT ON THE SECTION 59 PANEL REPORT ON RACIAL DISCRIMINATION BY MEDICAL SCHEMES

The South African Medical and Dental Practitioners (SAMDP) welcomes the release of the Section 59 Investigation Panel’s final report, received today by Health Minister Dr. Aaron Motsoaledi. The report confirms what many in our profession have long experienced – systemic and unfair racial discrimination against Black healthcare providers by some of South Africa’s leading medical schemes.
The findings are deeply troubling. The report documents that Black practitioners have been significantly more likely to face audits, payment delays, and punitive actions compared to their white counterparts. These practices have undermined the dignity, livelihoods, and professional standing of Black healthcare providers, and have negatively affected access to care for millions of South Africans.
“This report is a watershed moment for our profession and our country. For too long, Black healthcare providers have suffered in silence under discriminatory practices that have no place in a democratic society. SAMDP stands resolute in demanding justice, accountability, and meaningful reform. We will not rest until every practitioner is treated with fairness and respect, and every patient receives equitable care,” said Dr. Phashe Magagane, Chairperson of the SAMDP-NPC.
SAMDP calls for:
- Implementation of the report’s recommendations by the Council for Medical Schemes and the Department of Health, with clear timelines and accountability mechanisms.
- Immediate and transparent action by medical schemes and administrators to address and rectify all discriminatory practices.
- Collaboration with affected practitioners to ensure their voices and experiences inform all reforms.
- Ongoing monitoring and public reporting to ensure that progress is made and sustained.
We urge all stakeholders – government, regulators, medical schemes, and civil society – to work together to end racial discrimination in our healthcare system. SAMDP stands ready to support our members and to contribute constructively to the transformation of the sector.
